BYLAWS OF THE SAN JOSE STATE UNIVERSITY STUDENT CHAPTER OF THE ASSOCIATION FOR INFORMATION SCIENCE AND TECHNOLOGY
The name of this organization is the San Jose State University Student Chapter of the Association for Information Science and Technology (ASIS&T).
The purpose of the Student Chapter is to provide an organization through which San Jose State University Student Members of ASIS&T may participate in and carry forward the programs and purposes of ASIS&T.
The Student Chapter shall promote the interests of the Association and its programs and shall make every reasonable effort to involve students of information science and related disciplines who are located within its boundaries.
Section 1. All Student Members of ASIS&T who are affiliated with San Jose State University School of Information shall be Members of the Student Chapter. No individual or organization may become a member of the Student Chapter except by becoming a Member of ASIS&T.
Section 2. In addition to Student Members, the Student Chapter must include one Regular Member of ASIS&T who shall serve as an Advisor but who shall not hold a vote in the Student Chapter.
Section 3. Only Student Members may vote on any question submitted to the Student Chapter, at an Executive Committee meeting, via electronic ballot, or by e-mail, and only they may serve as Officers.
Section 4. A Student Chapter Member whose membership in ASIS&T has been terminated shall no longer be a Student Chapter Member. Upon reinstatement to ASIS&T membership, such terminated member shall immediately regain full privileges of membership in the Student Chapter. The Executive Director of ASIS&T shall inform the Student Chapter Advisor or other appropriate Officer when any member is not in good standing in ASIS&T or when such member has been reinstated.
Section 1. The Student Chapter Officers shall constitute the Executive Committee. The Mandatory Officers of the Student Chapter shall include, inter alia, a Chair, a Vice-Chair, and a Secretary-Treasurer.. The Executive Committee may include additional positions, including, a Webmaster, a Program Director, a Membership Director, a Communications Director, a Social Media Director, and a Student Assembly Representative, as available and as determined necessary by the standing Executive Committee. Student Chapter Officers shall serve for an administrative year of July 1 to June 30 or until their successor is elected. Student Chapter Officers shall not serve more than two years in the same office. Nothing in these Bylaws shall prevent any Student Chapter Member from being elected to more than one office of the Executive Committee, except that the Chair and Vice-Chair must be different individuals.
Section 2. The Executive Committee shall meet a minimum of once a month during the normal academic schedule. Additional meetings may be called by any Executive Committee Member as needed.
Section 3. A quorum of the Executive Committee shall be noted when a majority of the Executive Committee members are present.
Section 4. All Executive Committee meetings shall be conducted by a majority vote, except in the case of amending these Bylaws, which must be a unanimous vote of all Executive Committee Members present and voting at a standard monthly business meeting.
Section 5. The Officers of the Student Chapter must be Student Members of ASIS&T. The Officers shall be elected by a majority of the Student Chapter Members voting via electronic ballot or during regularly scheduled business meetings. The report and recommendations of the Nominating & Elections Committee and applicable voting instructions shall be made accessible to all voting members of the Student Chapter. New students who join while enrolled in LIBR 200 may still be nominated and elected to the Executive Committee once they have forwarded a copy of their request to join ASIS&T along with nomination materials.
Section 6. In the event of the long-term unavailability, resignation, removal, or death of an elected Student Chapter Officer other than the Chair, the Executive Committee shall appoint a member to serve until the next election.
Section 7. In the event of the death or resignation of an elected Student Chapter Officer the Executive Committee shall appoint a member to serve until the next election. An Executive Committee Member may be removed from office through a vote of three-quarters of the Executive Committee members.
- Make necessary preparations for business meetings, post agenda at last 24 hours in advance, and moderate over all meetings of the Executive Committee.
- Appoint the Chairs of all committees, subject to the provisions of these Bylaws and the consent of the Executive Committee.
- Submit an Annual Report of the Student Chapter to ASIS&T Headquarters by the date specified.
- Run day-to-day affairs and function as the official representative to other student organizations, faculty, campus administration, and the media, unless these responsibilities are delegated to another Officer.
- Direct the chapter in development of activities and content beneficial to Membership, plan for recruitment, and drive the Chapter forward.
Section 2. The Secretary-Treasurer shall:
- Maintain a complete and accurate financial statement and report financial statement monthly at Student Chapter business meetings.
- Be accountable to Executive Committee regarding expenditures of funds and fundraising/donation activities and maintain complete and accurate records of all receipts, expenditures, donations, and raised funds.
- Submit a request for the annual Student Chapter fund appropriation to ASIS&T Headquarters and submit the Annual Financial Statement by the dates specified.
- Preside over the record keeping of the Chapter, including recording and distributing of meeting minutes, and Membership records in the absence of a designated Membership Director.
- Manage the accounts of the Chapter, such as LMS Group (e.g., Canvas) and email, unless designated to another Officer.
Section 4. The Vice-Chair shall:
- Actively assist the Chair in managing the Chapter, presiding at Executive Committee or Student Chapter meetings in the absence of the Chair.
- Upon death, incapacity, or resignation of the Chair, the Vice-Chair shall automatically succeed to the office of Chair.
- Serve as Student Assembly Representative, unless delegated to another Officer.
- Act as Chair of the Nominating & Elections Committee unless designated to another Officer or student member.
Section 1. The Faculty Advisor shall:
- Abide by the guidelines predetermined in the ASIS&T Student Chapter Manual.
- Advise, assist, and provide guidance on all matters concerning the Student Chapter and ASIS&T Headquarters.
Section 1. All Student Chapter dues and assessments shall be set by a majority of Members voting at the last Executive Committee business meeting of the administrative year, in person or by email, with adoption of dues and assessments becoming effective at the next succeeding year. Student Chapter dues may be assessed against any ASIS&T member who is a Student Chapter Member.
Section 1. The Executive Committee of the Student Chapter shall consist of the Student Chapter Officers. The Executive Committee shall conduct and manage the affairs of the Student Chapter, subject to these Bylaws, and shall possess all powers necessary or incidental to that purpose, including the right to appropriate and expend Student Chapter funds.
Section 2. The Standing Committees of the Student Chapter are directed by the Vice Chair and shall include a Nominating & Elections Committee and other Standing Committees as the Executive Committee or the Student Chapter Members may determine. The creation, authority, and continuation of Standing Committees rests with the Executive Committee or Student Chapter Members.
Section 3. The Nominating & Elections Committee shall present a list of nominees to the Members of the Student Chapter, as well as conduct elections as provided in Article IV, Section 5. The Nominating & Elections Committee may present more than one candidate for any one office.
The Student Chapter retains its charter at the discretion of the ASIS&T Board of Directors. In the event of dissolution of the Student Chapter, the assets of the Student Chapter shall, after satisfaction of all just liabilities and obligations thereof, be paid into the general treasury of ASIS&T.
For matters not covered under these Bylaws, the ASIS&T Bylaws will be followed.
These Bylaws may be amended by an affirmative vote of at least a two-thirds majority of the Executive Committee or of the Members of the Student Chapter present and voting on the proposed amendment during regularly scheduled monthly business meetings. All amendments to these Bylaws should be reviewed and certified annually by the ASIS&T Board of Directors as being in harmony with the Charter, Constitution, and Bylaws of ASIS&T.
Section 1. A copy of these Bylaws shall be provided to the ASIS&T Board of Directors and updated Bylaws will be submitted annually, as needed, for review by the ASIS&T Board of Directors.
Section 2. A copy of these Bylaws shall be provided to the Faculty Advisor for review and made available on the Student Chapter website.
